Armin-D. Riess is Economic Advisor with the Economics Department of the
European Investment Bank. He came to the Bank in 1991 to work on the
economic and financial appraisal of Bank investments in a variety of sectors
and countries. Following a sabbatical at St Antony’s College, University of
Oxford, he assumed responsibilities related to the Bank’s economic research
programme and its long-term strategic orientation. From 2002 to 2007, he
was editor of the EIB Papers. Before joining the Bank, he worked at the
International Monetary Fund and the Department of Economics at the
University of Mainz, from which he received his doctorate.

Investment and growth in the time of climate change

Largely focussing on the European dimension of this goal, this report considers investment and economic growth on a greenhouse-gas emissions trajectory that breaks with the past. At the heart of this analysis is the quest for economic efficiency. Considering trade-offs and government policy together, the key message from this report is that there is unexploited scope for making Europe’s climate action more efficient, growth-friendly, and in tune with fiscal constraints.
